The Hong Kong Special Administrative Region of the People's Republic of China was represented at the 2004 Summer Olympics in Athens by 33 athletes in 10 sports, under the designation Hong Kong, China (Chinese: 中國香港). Although Hong Kong had become a special administrative region of the People's Republic of China since the transfer of sovereignty from the United Kingdom in 1997, Hong Kong has continued to send a separate delegation from that of the People's Republic of China, which represents Mainland China, to the Olympic Games and other international sport events, as prescribed in its constitutional document, the Basic Law. It was the 12th appearance of Hong Kong in the Summer Olympics. The Greek alphabet placed it last before the host delegation in the Parade of Nations.

At the Athens Olympics, Ko Lai Chak and Li Ching won a silver medal in table tennis, which was Hong Kong's first medal since the handover, and its second medal in history. Consequently, the flag of the Hong Kong Special Administrative Region was raised at the Olympic Games for the first time. Coincidentally, as the national team of the People's Republic of China won the gold medal in the game, the regional flag of Hong Kong was raised along with the national flag of the People's Republic of China.

Hong Kong won its first medal in 1996 when it was under colonial rule, for Lee Lai Shan won a gold medal for the women's mistral sailing event in the 1996 Summer Olympics. It was the first time, and also the last time, that the colonial flag of Hong Kong was raised at the Olympics with the accompaniment of the national anthem of the United Kingdom .
